The centre of the leaf depicts Emperior Nicholas II and French President Felix Faure shaking hands against a backdrop of the Russian and French flags unfurling. During the President’s visit to Saint-Petersburg in August 1897, the Russian – French alliance was finalised. Before the alliance was concluded, the French naval squadron arrived in Kronstadt in 1891, and the Russian naval squadron paid a return visit to the French city of Toulon in 1893.
On the right and the left are Russian and French ships is the roadstead at Kronstadt and Toulon.
